The puffer is the vest you can wear as the outer layer on a dry, windy day: the shell blocks wind and sheds light rain.
Both the shell and the lining of the lightweight vest are treated to repel water, and the nylon-polyester fabric stops wind getting through to the panels. That makes it the better choice for walking the dog, a stadium seat or a ski lift, where the vest is the outermost thing you wear. In real rain, put a shell over it: water-resistant is not the same as waterproof.
